Why are there so many empty shops in Croydon's town centre?

Why are Croydon's Labour-run Council leaving so many shops empty while we wait for the Westfield/Hammerson development?

I'll be out on North End, outside the old Allders store, with a petition calling on the Council to actively facilitate start-ups, charities, and small businesses to make use of the space while we have it.
